In the not too distant future, where by far the most precious commodity in the galaxy is water. The last surviving water planet was somehow removed to the unreachable centre of the galaxy at the end of the galactic trade wars. The galaxy is ruled by an evil emperor presiding over a trade oligarchy that controls all mining and sale of ice from asteroids and comets.

He teams up with a skateboarding kid, who has a computer disk that the mob wants to get their hands on that has a list of new names for individuals in the FBI witness protection program. The list includes his dad, who separated from his mother years before and hadn't been seen since.

When car dealer Charlie Babbitt learns that his estranged father has died, he returns home to Cincinnati, where he discovers that he has a savant older brother named Raymond and that his father's $3 million fortune is being left to the mental institution in which Raymond lives. Motivated by his father's money, Charlie checks Raymond out of the facility in order to return with him to Los Angeles. The brothers' cross-country trip ends up changing both their lives.
